While in the US we still think of “ride hailing” services like Uber and Lyft as a different kind of business – so-called “transportation network companies” – in reality they are taxi companies and are treated as such in Europe1. The real difference is that they are regulated at the state level, whereas taxis are regulated locally. Which means taxis in your town are as good (or bad) as you make them.

By creating a public-private taxicab option, the financial benefits of being a public transit vendor can be used to incentivize – and require –a higher quality service. Localities control the type of vehicles, the qualifications of drivers, the cost of service, and all the details that can make a business valuable to the community. A comprehensive background check of drivers assures safety of all involved. Ride requests are typically entered by a qualified administrator at an approved partnering organization such as the Department of Social Services, Department of Health, or a trusted community non-profit. Drivers can see the origin of the ride request as most of us have past experiences that inspire us to help our neighbors in need.

As a valuable component of community transportation administered by the locality itself, utilization metrics can be attributed to the public system as they are the facilitating entity, not unlike getting something – in this case a very valuable something – for nothing.
